Tactics

Determine whether future fire is moving towards or away from historical regimes
and allow wildfires to burn for resource benefit where we suspect fire regimes are departed from historical.
Use mechanical means to reduce pinyon-juniper
and use fire to improve habitat for fire positive species
Consider future climate envelopes of sagebrush when determining action (prevent investment in managing for sagebrush where it is unlikely to persist)
